DCI Hayes struggles under growing pressure from sinister figures with whom he has become entangled. With his son at risk of getting duped into criminal activity and his own financial troubles likely to resurrect, Hayes must find a way to bring down down the crime syndicate and keep prying eyes away from his own conduct where the definition of rules bent or broken is open to interpretation.
